Motor Vehicle Regulations 2008-2009

Regulations have been formulated to ensure adequate parking enforcement to fairly handle our limited resources and are approved by the TIU Parking Task Force.

1. REGISTRATION PROCEDURES

i. Anyone parking a motor vehicle on campus during business hours must obtain a Trinity parking permit. Standard permits are displayed on the driver's side lower corner of the rear window, or on the driver's side of the rear bumper only if the window is not a viable option. Parking permits are not valid unless properly displayed, and are valid only on the vehicle to which it is registered. Permits may be taped to the inside of the rear window at the same location provided nothing hinders the visibility of the permit. (Ex: the window is tinted) Permits are available at the Security Gatehouse during normal business hours. Permit costs are based on the schedule below. Temporary permits must be obtained the day a vehicle is brought on campus, and a permanent permit must be obtained within five business days. Falsifying a permit or failing to register a vehicle may result in an $80 fine.


Freshman 0 - 25 Credits $80/semester

Sophomore 26 - 57 Credits $60/semester

Junior 58 - 91 Credits $40/semester

Senior 92+ Credits $20/semester

Graduate level $20/semester

 ii. Commuters may register more than one vehicle at an additional cost of $5/vehicle, provided only one vehicle is on campus at a time.

iii. Dorm residents may register only one (1) vehicle at a time. A limited number of freshman residents are authorized to have a vehicle on campus and must meet specifically established criteria available at the Gatehouse or from Admissions. Freshman vehicles are parked in section C of the Meyer Sports Complex lot (Owens lot).

iv. Apartment residents wishing to register more than one vehicle must pay the full registration fee for the second vehicle and must park the vehicle in section C of the Sports Complex lot (Owens lot).

v. Faculty/Staff may register more than one vehicle. There will be a $5/vehicle charge for employees to register a third or more vehicles. If more than one vehicle is on campus at a time, only one may be parked in the authorized employee lot, the second vehicle must park on the Main Road, in the Commuter lot, or in the Sports Complex lot.

vi. Additional vehicles (including trailers, boats, etc.) also must have permits, the cost of which will be $100/semester and will only be issued based on space availability. Such vehicles must be parked only in the southwest corner of the Sports Complex lot (section B) unless otherwise authorized by Parking Services.

2. CHANGING VEHICLES


i. Permit holders who change vehicles during the year may obtain a new permit provided the scrapings of the original permit are brought in. A $5 charge will be applied if the scrapings are not brought in. Permits may not be transferred from one vehicle to another.

3. TEMPORARY PARKING


i. Temporary permits are available free of charge for those who will have a vehicle on campus for less than one month, campus guests, and permit holders temporarily using a different vehicle. Temporary permits may be issued for no more that one month total time per semester. Temporary permits are taped to the inside, driver's side, lower corner of the rear window. (Same location as standard permits.)

4. RESTRICTED PARKING HOURS

i. Faculty/staff lots are restricted from 8 am to 5 pm Monday through Friday year round, except Labor Day, Thanksgiving Day and the day after, Christmas Eve, Christmas Day, New Years Day, Martin Luther King Day, Good Friday, Memorial Day and Independence Day. (Note that this applies to the observed holiday when the actual holiday is on the weekend.)

ii. Apartment lots are enforced 24/7 year round.

iii. Dorm lots, the Main Road, the Commuter lot and the Sports Complex lot are enforced 5 pm Sunday - 5 pm Friday, August 15 - May 15.

iv. Exception

a. Commuter vehicles may not be parked on campus between 2 am and 6 am without written authorization from Security.

b. Between December 1 and April 1 no parking is permitted between 2 am and 6 am on the Main Road, Commuter lot, all faculty/staff lots and Section A of the Sports Complex lot.

c. Any further exceptions to these times will be communicated by Parking Services.

5. VIOLATIONS

i. Citations will be issued to any vehicle found to be in violation of any of the stated regulations.

ii. The person to whom the vehicle is registered will be responsible for any accumulated citations.

iii. Vehicles may be immobilized or towed from campus at the owner's expense for disciplinary reasons. A $50 fee is carried to remove an immobilization device.

iv. A copy of motor vehicle fines and a progressive discipline schedule can be found in these regulations.

v. Standing Violation

a. Parking is allowed only in marked spaces in those areas authorized by specific permits. A permit is NOT A GUARANTEE that a space will be available in a specific area. It is instead authorization to look for a space in that area. The Sports Complex lot must be used if no spaces are available. Parking in any other area constitutes unauthorized parking. A visitor is defined as an individual who is not currently a student, faculty or staff member. At no time are permit holders authorized to park in spaces reserved for visitors. Detailed parking information is issued with each permit. IT IS THE PERMIT HOLDER'S RESPONSIBILITY TO KNOW THE APPROVED AREAS TO PARK. If unsure, inquire at Campus Safety & Security Services.

b. The Main Road and Commuter lots are for commuter (student and faculty/staff non-resident) parking only.

c. NO ONE is allowed to park or drive on sidewalks, grass, service drive (including the gravel drive between ATO and Rodine) or at building entrances for any reason, with the exception of Institutional Services vehicles on official business, or those who request and receive special permission from Campus Safety & Security Services. At no time should anyone be parked directly between ATO and Rodine for any reason.

vi. Moving Violation

a. The campus wide speed limit is 15 mph.

b. All stop signs on campus require a full and complete stop. Violations are strictly enforced and citations may be issued directly, left on the vehicle windshield or sent through inter-campus mail.

c. No vehicle is allowed to pass a school bus in either direction when the warning lights have been activated and may not proceed until they have been extinguished. Such violations are subject to fines from Parking Services as well as state penalties issued by Bannockburn Police Officers.

6. OTHER

i. Vehicles may not be stored on campus, including in the Johnson, Carlson, Madsen or Commuter lots, during winter or summer break.

ii. Exceptions will be granted by written permission only from Campus Safety & Security Services. Permission must be requested two weeks in advance and Parking Services will inform owners where their vehicles may be parked, if permission is granted.

iii. Mechanical work done on vehicles must be performed in the south portion (section B) of the sports complex lot.

iv. Registered vehicles are assumed to have liability insurance. Trinity IS NOT responsible for any loss or damage unless involving Trinity-owned vehicles. All drivers are encouraged to lock their vehicles.

7. PROGESSIVE PARKING ENFORCEMENT

i. Multiple violations are recorded by academic year and include those violations where a fine was imposed.

ii. Drivers accumulating three tickets will be notified by Parking Services via e-mail informing them that they will be required to complete the online Trinity Motor Vehicle Regulations test within 2 weeks of notification being sent. A score of 90% or higher will result in a 50% reduction of the last fine. Failure to complete the test will result in their vehicle being immobilized, requiring a meeting with the Parking Supervisor or the Director of Campus Safety & Security Services to have it removed. There is a $50 fee to have a vehicle immobilization device removed.

iii. Drivers who receive another ticket after completing section ii. (above) will be notified by Parking Services via e-mail informing them that the violation will carry a double fine and they will be required to meet with the Associate Dean of Students or his designate within 2 weeks of notification being sent. (Faculty/Staff will be referred to their direct supervisor.) Failure to do so will result in their vehicle being immobilized until such time as they successfully complete the required meeting. There is a $50 fee to have a vehicle immobilization device removed.

iv. Drivers who receive another ticket after completing section iii. (above) will be notified by Parking Services via e-mail, informing them that the violation will carry a triple fine, their vehicle is subject to being towed at their expense, and their parking privileges may be revoked for the remainder of the semester and the following semester upon review by the Associate Dean of Students, the Director of Campus Safety & Security Services and a Residence Life representative (for campus residents) or Academics representative (for commuters). (Faculty/Staff will be reviewed by their direct supervisor, the Director of Campus Safety & Security Services and the Academic Dean [for Faculty] or Director of Human Resources [for staff].)

v. Vehicles found on campus, after having their parking privileges revoked are subject to being towed at the owner's expense.

vi. To restore parking privileges on campus following the completion of an imposed period of revocation, a request must be submitted to the Associate Dean of Students. (Faculty/Staff must submit request to the Director of Campus Safety & Security Services.) If granted, the record will start at the three ticket level with parking privileges in the Sports Complex lot only. The record is set to zero after one semester with no tickets.

vii. In addition, parking privileges may be immediately revoked for reckless driving and vehicle accidents which involve injury or significant damage to personal or university property.

j. Abandoned Vehicle                       $100.00

k. School Bus Stop Sign                 $100.00

9. PAYMENTS

i. Student fines are charged to their student account within 30 days and are to be paid at Student Accounting. Faculty/Staff fines are to be paid at Institutional & Auxiliary Services or, after 30 days, will be deducted from their paycheck.

10. APPEALS

i. Citation appeals must be submitted within five working days of receiving the citation. Appeals must be in written form or via the web form at www.tiu.edu/tiu/security/appeals or through the Campus Safety & Security Services link at MyTrinity. Hard copy appeals must include the pink copy of the citation and an e-mail address for contact. No verbal appeals are accepted. The appeals committee will review appeals and notification of their decision will be sent via GroupWise e-mail.
